The base stake a system or a player works in. Progressions are described in units so they apply at any table.
In context
“Bet one unit, double to two” means the same thing at a $5 table and a $500 table.
Did you know
Writers of betting systems use units partly for generality and partly because “lose 63 units” reads better than “lose $630”.
