Complete Bet
Every inside bet that includes one number, each sized so that a winning part pays the same.

A complete on 17 is 40 chips: the straight up, four splits, the street, four corners and two six lines. If 17 comes up every chip wins and the bet makes 392 chips; nine pockets in 37 win something. The price is still 2.70%.

Why the parts are sized that way
A bet on n numbers pays 36/n − 1 to 1, so a winning chip on it comes back with 36/n chips, stake included. Put n chips on it and a win always returns 36 chips, whatever kind of bet it is. That makes a complete quick to settle: count the parts that won and multiply by 36. When 17 comes up all twelve parts win: 12 × 36 = 432 chips back for the 40 staked, a profit of 392.

The maximum
A complete at the table’s limit is called a maximum: “17 to the maximum”. Resorts World’s rules define it as a complete whose unit is the table’s maximum unit. If that unit is $1,000, the bet is $40,000 and makes $392,000 when 17 comes up. It is the high roller’s bet because it is the most a table lets anyone put behind one number, and it costs what every other bet costs: on average $1,081 a spin.

Questions
It costs 2.70% like every bet on a single-zero layout. It puts the stake around one number: nine pockets in 37 win something, and most of the money comes from one of them.
You can place the same chips yourself if the dealer will not build it. On a double-zero wheel every part costs 5.26%.
It completes the number: every inside bet that includes it is on the table.
Comic relief

Twelve bets, one number, the same 2.70%.
